Jenelle Masterson has served in the public safety and homeland security sector for over 20 years, including local level emergency management, response, and volunteer experience. While managing an all-hazards emergency management program for three cities in the San Francisco Bay Area, she was responsible for emergency planning, training and exercise, EOC management, and disaster recovery. With a project management background, Jenelle is known for facilitating complex planning processes among cross functional teams including the development of Local Hazard Mitigation Plans, Continuity of Operations Plans, Crisis Communications Plans, and other emergency annexes. Jenelle is passionate about empowering teams and individuals to utilize their strengths to create a culture of resilience throughout their networks. She has served in senior planning section positions for winter storms, wildfires, planned events, and the COVID-19 pandemic response. She led her agency in FEMA’s public assistance grant application process following severe winter storms, and is responsible for receiving and managing private and federal grant funding awards in excess of $1.5 million. As a lifelong learner, Jenelle graduated from FEMA's National Emergency Management Advanced Academy, and is a Certified Emergency Manager by the International Association of Emergency Managers.
